we haven’t forgotten your question, we have investigated and will respond formally when we can next meet and minute the decision. In the meantime I have checked and it is a PROW footpath leading to a bridleway, so by rights access to horses is not a right until the bridleway along the riverbank. There is access to the bridleway at the bridge and that is a fair easier incline to get to the bridleway for both horses and pedestrians. As such my recommendation to Cllrs is to request that the bolt is made accessible for people with short reach and to ensure that it is not locked.
